Time Zone Madness/Google Synch

EPIM Pro Business 9.8 (installed in Pacific Time Zone)

EPIM Pro App on a Samsung Galaxy Note 4 and a Samsung Galaxy Tab S3

After synching EPIM Pro Business 9.8 on a Windows 8.1 machine with my Google account all the events are late by 9 hours. The event actually starts at 2pm Eastern Daylight Time, it shows starting at 11am Pacific Daylight Time on the Google Calendar but shows 7pm on the EPIM Pro Business 9.8 Calendar on the Windows PC.

I have no such problem with the time zone on the two Android devices.

What gives?

UPDATES:
Deleted Google sync and then reconnected - no change
Deleted Google sync, uninstalled/reinstalled EPIM Pro Business 9.8, connected Google sync - no change

Deleted Google sync, uninstalled EPIM Pro Business 9.8
Manually deleted program and C:\Users\User\AppData\Roaming\EssentialPIM Pro files
Downloaded and installed EPIM Pro Business 9.9
Connected Google sync - still no change

Please make sure you have identical time zone settings as on your PC as in your Google calendar.
