We are unable to reproduce the described behavior. Please create a short video demonstrating how it appears on your end and attach it to your next post.

It is exactly as VictorParkerPIm described: Place your cursor before the first character of the first line. Press PgDn. Press PgUp. The cursor is one line below where it started. Press PgDn then PgUp repreatedly and you can watch the cursor "walk" down the page one line at a time.

Ok, we were finally able to reproduce the problem. You forgot to mention (or perhaps didn't think it was important) that the text within a note should be longer than the visible area, requiring the vertical scroll bar to be active.
This is why we request videos from time to time - even if an issue may seem trivial to you, there are instances where important details are unintentionally left out from the bug descriptions.
