On the server. That setting tells Firebird whether there's still a connection or not.

So far so good.
I did a test: hard break, plugged off the network cable from the guest. 30 sec. later on the host: still two users. 4 minutes later, only one.
Seems to work.
Shame it took so long to solve it. The problem persisted since at least 5.x
